I remember putting my hand in between them and the glass and all the air was cold in there - so they kept the warm air in and the cold air out.  Also, is your apt on an upper level?  My old apt. was on the 5th level and all the heat pumped out by the lower 4 apts would rise up through the floor and we would be ROASTING!  (In January in Massachusetts!)
